Prepare the brine: combine the water, sugar, and salt in a large bowl.
Submerge the chicken drumsticks in the brine and refrigerate for 1-4 hours.
Remove the drumsticks from the brine and pat them dry with paper towels to absorb excess moisture.
Place the drumsticks on a baking sheet lined with aluminum foil.
Position the baking sheet on the bottom shelf of the oven (approximately 11 inches from the broiler). Broil on the low setting for 14-16 minutes.
Flip the drumsticks and broil for an additional 14-16 minutes.
Transfer the baking sheet to the top shelf and broil on high for 1 minute,
until the drumsticks are brown and crispy.
